Senate President Pro Tempore Rodric Bray, R-Martinsville, Blackcoin said state leaders have historically opted against an Indianapolis casino because gambling revenue is seen as an economic boost for sparser areas. The most recent effort to build a new casino in Indianapolis faced pushback from the racinos in Anderson and Shelbyville, which feature horse-racing tracks with live betting and in-house casinos. Overall, the estimated revenue of a downtown casino is about $490 million a year. That sum would bring in $170 million in gambling tax revenue for the state, according to the report. That site would bring in less than half of the total revenue and about a third of the tax dollars as an Indianapolis casino. The downtown Indy location would shift away 10 times more revenue from Indiana's other casinos.
